Opening of the meeting

The third meeting of the Conference of the Parties of the Stockholm Convention on Persistent Organic Pollutants was held at the Méridien President Hotel, Dakar, Senegal, from 30 April to 4 May 2007

The meeting commenced at 10.45 a.m. on Monday, 30 April 2007, with welcoming comments by Mr. Abdoulaye Wade, President of Senegal, whose entry to the conference hall was marked by a rousing performance of traditional drumming. Mr. Wade introduced Mr. Nicholas Kiddle (New Zealand), outgoing President of the Conference of the Parties, who delivered an opening address and formally declared the meeting open

Opening of the meeting

1. The fourth meeting of the Conference of the Parties of the Stockholm Convention on Persistent Organic Pollutants was held at the Geneva International Conference Centre, Geneva, from 4 to 8 May 2009.

2. The meeting began at 10.15 a.m. on Monday, 4 May 2009, with opening statements by Mr. Donald Cooper, Executive Secretary of the Stockholm Convention on Persistent Organic Pollutants; Mr. Bakary Kante, Director, Division of Environmental Law and Conventions, United Nations Environment Programme (UNEP), who read a statement by Mr. Achim Steiner, Executive Director of UNEP; and Mr. Cheikh Ndiaye Sylla (Senegal), who replaced Mr. Djibo Leïty Kâ, as outgoing President of the Conference, who had replaced the President elected at the third meeting of the Conference, Mr. Thierno Lo (Senegal).

I. Opening of the meeting

1. The fifth meeting of the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants was held at the Geneva International Conference Centre from 25 to 29 April 2011. 2. The meeting was opened at 10.15 a.m. on Monday, 25 April 2011, by Mr. Gholamhossein Dehghani (Islamic Republic of Iran), President of the fourth meeting of the Conference of the Parties, who welcomed the representatives. Noting that the tenth anniversary of the adoption of the Stockholm Convention in 2011 coincided with the International Year of Chemistry, he said that the slogan for the current meeting was “Stockholm at 10: Chemical Challenges, Sustainable Solutions”. Major efforts had been made over the past decade towards eliminating the risk of persistent organic pollutants, but an even greater effort was required to ensure the full implementation of the Convention at the national, regional and global levels. A further important goal was the achievement of universal accession to the Convention in the foreseeable future.

Introduction

1. By decisions BC-11/20, RC-6/12 and SC-6/25, the conferences of the parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal,the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants, respectively, decided to hold the twelfth meeting of the Conference of the Parties to the Basel Convention, the seventh meeting of the Conference of the Parties to the Rotterdam Convention and the seventh meeting of the Conference of the Parties to the Stockholm Convention back to back in 2015 (hereinafter, “the 2015 meetings”). The conferences of the parties also decided that their 2015 meetings would “include joint sessions, where appropriate, on joint issues” and would “prioritize an agenda and schedule that focus on substantive matters related to implementation of the conventions and provide sufficient time for their consideration”.

Introduction

1. By decisions BC-12/23, RC-7/13 and SC-7/31, the conferences of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants, respectively, decided to hold the thirteenth meeting of the Conference of the Parties to the Basel Convention, the eighth meeting of the Conference of the Parties to the Rotterdam Convention and the eighth meeting of the Conference of the Parties to the Stockholm Convention back to back from 24 April to 5 May 2017 (hereinafter, “the 2017 meetings”). The conferences of the Parties also decided that their 2017 meetings would “include joint sessions, where appropriate, on joint issues” and would feature a high-level segment of no more than one day’s duration.

Introduction

1. At their 2017 meetings, the conferences of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants, respectively, decided to hold the fourteenth meeting of the Conference of the Parties to the Basel Convention, the ninth meeting of the Conference of the Parties to the Rotterdam Convention and the ninth meeting of the Conference of the Parties to the Stockholm Convention (hereinafter, “the 2019 meetings”) in Geneva from 29 April to 10 May 2019 in a format similar to that of the 2017 meetings, with joint sessions covering matters of relevance to at least two of the three conventions and separate sessions of the meetings of each of the three conferences of the Parties. They also decided that the 2019 meetings would not feature a high-level segment and that such segments would occur only at every second set of meetings of the conferences of the Parties.

Introduction

1. In the light of the exceptional circumstances caused by the coronavirus disease (COVID-19) pandemic, the bureaux of the conferences of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants decided that the fifteenth meeting of the Conference of the Parties to the Basel Convention, the tenth meeting of the Conference of the Parties to the Rotterdam Convention and the tenth meeting of the Conference of the Parties to the Stockholm Convention would be held in two segments: the first online from 26 to 30 July 2021 and the second face to face over a two-week period in 2022 (tentatively in Geneva in June 2022).

2. Accordingly, and as described in greater detail below under “Organization of work”, the 2021 meetings featured joint sessions to address cross-cutting issues of concern to at least two of the three conventions, as well as the opening and organization of the meetings, and separate sessions of the meetings of each of the conferences of the Parties.

Introduction

1. The sixteenth meeting of the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the eleventh meeting of the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the eleventh meeting of the Stockholm Convention on Persistent Organic Pollutants (hereinafter, “the 2023 meetings”) were held in Geneva from 1 to 12 May 2023. In decisions BC-15/29, RC-10/18 and SC-10/25, on the dates and venue of the next meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions, the conferences of the Parties decided that the meetings would include joint sessions on joint issues and would not feature a high-level segment.

The Conference of the Parties,

Noting the priority areas for action recognized in decision SC-11/16, on effectiveness evaluation, as they relate to strengthening science-policy-industry interactions,

1. Takes note of the information on action to implement the road map for further engaging Parties and other stakeholders in informed dialogue for enhanced science-based action in the implementation of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants;

1. Decides to convene the next meetings of the conferences of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants back to back, from 28 April to 9 May 2025, in Geneva;
