Overview

Article 15 of the Convention requires each Party to the Convention to report to the Conference of the Parties on the measures it has taken to implement the provisions of the Convention and on the effectiveness of such measures in meeting the objectives of the Convention. 

The information thus provided should contain statistical data on the production, import, export of each of the chemicals listed in Annex A and B of the Convention and the list of countries from or to the import or export have taken place.

At its first meeting, by decision SC-1/22, the Conference of the Parties established the periodicity of this reporting to be every four years and adopted a format for reporting. The reports submitted by Parties during the first reporting cycle can be accessed here.

At its fourth meeting, by decision SC-4/30, the Conference of the Parties requested the Secretariat to develop an enhanced version of the electronic system for reporting and to update of the questionnaires for the second round of reporting, taking into consideration the requirements of the effectiveness evaluation of the Convention. Parties were requested to submit their second reports no later than 31 October which was later extended until 31 July 2011 by COP-5.

At its fifth meeting, by decision SC-5/16, the Conference of the Parties decided that each Party shall submit its third national report pursuant to Article 15 to the Secretariat by 31 August 2014 for consideration by the Conference of the Parties at its seventh meeting and requested the Secretariat to update the format to include the nine chemicals listed in Annexes A, B and C to the Convention by decisions SC-4/10SC-4/18 of the Conference of the Parties, for consideration by the Conference of the Parties at its sixth meeting. 

By the same decision, the Conference of the Parties requested the Secretariat to contact Parties that have not reported, in order to identify obstacles to reporting faced by the Parties. A form to collect feedback from these Parties has been prepared and communicated to the relevant Parties by the Secretariat.
