Decisions

Since its first meeting, the COP has taken a series of decisions on how and when Parties should submit national reports. A list of these decisions is presented below:

Decides that in accordance with Article 15 of the Convention, each Party shall submit its first report by 31 December 2006 for consideration by the Conference of the Parties at its third meeting, in 2007;
Decides that each Party shall submit its subsequent report every four years thereafter, for consideration during the meeting of the Conference of the Parties to be held the following year;
Adopts the revised format for reporting pursuant to Article 15 set forth in the annex to the present decision;
Requests the Secretariat to make available to Parties the above-mentioned format for reporting, both in electronic and hard copies;
Encourages each Party, when submitting its report pursuant to Article 15, to provide the Secretariat with an electronic version of its report;
Requests the Secretariat to prepare a cost estimate for developing an electronic system for reporting pursuant to Article 15 of the Convention for consideration by the Conference of the Parties at its second meeting;
Requests the Secretariat to develop a draft format for reporting on PCBs under the Convention, for consideration by the Conference of the Parties at its second meeting.

1. Requests the Secretariat to develop an electronic system for reporting pursuant to Article 15 of the Convention and to make it available to Parties no later than 30 September 2006, in time to be used by Parties when preparing their first reports pursuant to Article 15;
2. Adopts the format for reporting on polychlorinated biphenyls (PCBs) contained in the annex to the present decision;
3. Requests the Secretariat to incorporate the format for reporting on PCBs in the format for reporting under Article 15 of the Convention contained in the annex to decision SC-1/22;
4. Also requests the Secretariat to make available to Parties both electronic and hard copies of the format for reporting on PCBs.

2. Invites Parties to provide comments on their experience in using the electronic system for reporting to the Secretariat by 31 December 2007; 3. Encourages Parties that have not used the electronic system for reporting to do so; 4. Requests the Secretariat: (a) To prepare a report pursuant to paragraph 2 (d) of Article 20 of the Convention by 30 July 2008 in time to be used in the effectiveness evaluation under Article 16 of the Convention; (b) To develop a users manual for the electronic system for reporting and distribute it widely in order to facilitate the process for reporting pursuant to Article 15; (c) To provide training, upon request and subject to the availability of funds, to enable Parties to use the electronic system for reporting effectively; (d) To make non-substantive modifications to the reporting forms in order to make the electronic system for reporting more user friendly, including by enhancing its flexibility; (e) To develop, resources permitting, an enhanced version of the electronic system for reporting that takes into account such modifications.

The Conference of the Parties,

Noting the priority areas for action recognized in decision SC-11/17, on effectiveness evaluation, as they relate to reporting pursuant to Article 15 of the Stockholm Convention,

1. Takes note of the progress made by the Secretariat in further improving the electronic reporting system and of the proposed revisions to the national reporting template, including for the collection of information on polychlorinated biphenyls;

Work following COP-15

In decision SC-10/17, the COP emphasized the need for Parties to intensify their efforts to ensure the timely submission of national reports. COP-15 urged Parties to submit their fifth national report by 31 August 2022, to facilitate processes that rely on national reporting data like the effectiveness evaluation of the Convention.

As per paragraph 4 of decision SC-10/17, the Secretariat is requested to:

  • further improve the electronic reporting system as requested in decision SC 9/16, taking into account the proposed revision to the format for national reporting concerning information on polychlorinated biphenyls
  • update the electronic reporting system to include the chemicals listed in Annex A to the Convention pursuant to decision SC-10/13, for consideration by the Conference of the Parties at its eleventh meeting
  • further improve the electronic reporting system so that it allows for the online visualization of information related to paragraph 2 (d) of Article 20 of the Convention, for consideration by the Conference of the Parties at its eleventh meeting

According to paragraph 5, if resources are available, the Secretariat is also requested to:

  • provide feedback to Parties regarding the submission of their national reports, with a view to improving the quality and completeness of the reported data and information

continue to undertake capacity-building and training activities to support Parties, in particular developing-country Parties and Parties with economies in transition, in submitting their national, in cooperation with the Stockholm Convention regional centres or other partners.
