1. The ninth meeting of the Persistent Organic Pollutants Review Committee was held at the headquarters of the Food and Agriculture Organization of the United Nations, Viale delle Terme di Caracalla, Rome, from 14 to 18 October 2013. Mr. Reiner Arndt (Germany), Chair of the Committee, declared the meeting open at 9.35 a.m. on Monday, 14 October 2013.

Risk management evaluation on chlorinated naphthalenes

At its ninth meeting, by its decision POPRC-9/1, the Persistent Organic Pollutants Review Committee adopted a risk management evaluation for chlorinated naphthalenes on the basis of the draft contained in document UNEP/POPS/POPRC.9/4. The text of the risk management evaluation, as amended, is set out in the annex to the present addendum. It has not been formally edited.

Risk management evaluation on hexachlorobutadiene

At its ninth meeting, by its decision POPRC-9/2, the Persistent Organic Pollutants Review Committee adopted a risk management evaluation for hexachlorobutadiene on the basis of the draft contained in document UNEP/POPS/POPRC.9/5. The text of the risk management evaluation, as amended, is set out in the annex to the present addendum. It has not been formally edited.

Risk profile on pentachlorophenol and its salts and esters

At its ninth meeting, by its decision POPRC-9/3, the Persistent Organic Pollutants Review Committee adopted a risk profile for pentachlorophenol and its salts and esters on the basis of the draft contained in document UNEP/POPS/POPRC.9/6. The text of the risk profile, as amended, is set out in the annex to the present addendum. It has not been formally edited.

Opening of the meeting

1. The ninth meeting of the Persistent Organic Pollutants Review Committee will be held at the headquarters of the Food and Agriculture Organization of the United Nations, Viale delle Terme di Caracalla, Rome, from 14 to 18 October 2013. The meeting will be opened at 9.30 a.m. on Monday, 14 October 2013. In accordance with its terms of reference, the Committee will meet in closed session from 9 a.m. to review issues pertaining to conflicts of interest.

1. The annex to the present note contains a proposal submitted by Norway to list decabromodiphenyl ether (commercial mixture, c-decaBDE) in Annexes A, B and/or C to the Convention pursuant to paragraph 1 of Article 8 of the Convention. The proposal is being circulated as submitted and has not been formally edited. The Secretariat’s verification of whether the proposal contains the information specified in Annex D is discussed in document UNEP/POPS/POPRC.9/INF/3.

1. The annex to the present note contains a proposal submitted by the European Union to list dicofol in Annexes A, B and/or C to the Convention pursuant to paragraph 1 of Article 8 of the Convention. I. Introduction

1. At its eighth meeting, the Persistent Organic Pollutants Review Committee adopted decision POPRC-8/1 on chlorinated naphthalenes. By paragraph 3 of that decision, the Committee decided to establish an ad hoc working group to prepare a risk management evaluation that included an analysis of possible control measures for chlorinated naphthalenes in accordance with Annex F to the Stockholm Convention on Persistent Organic Pollutants.

1. At its eighth meeting, the Persistent Organic Pollutants Review Committee adopted decision POPRC-8/2 on hexachlorobutadiene. By paragraph 3 of that decision, the Committee decided to establish an ad hoc working group to prepare a risk management evaluation that included an analysis of possible control measures for hexachlorobutadiene in accordance with Annex F to the Stockholm Convention on Persistent Organic Pollutants.

1. At its eighth meeting, the Persistent Organic Pollutants Review Committee adopted decision POPRC 8/4 on pentachlorophenol and its salts and esters. By paragraph 2 of that decision, the Committee decided to establish an ad hoc working group to further review the proposal to list pentachlorophenol and its salts and esters in Annexes A, B and/or C to the Stockholm Convention on Persistent Organic Pollutants and to prepare a draft risk profile in accordance with Annex E to the Convention.

I. Introduction

1. Paragraph 5 of part III of Annex B to the Stockholm Convention on Persistent Organic Pollutants provides that the Conference of the Parties shall evaluate the continued need for perfluorooctane sulfonic acid (PFOS), its salts and perfluorooctane sulfonyl fluoride (PFOSF) for the various acceptable purposes and specific exemptions listed in Annex B on the basis of available scientific, technical, environmental and economic information.

1. At its eighth meeting, the Persistent Organic Pollutants Review Committee consideredthe comments received from parties and observers on the guidance on alternatives to perfluorooctane sulfonic acid, its salts, perfluorooctanesulfonyl fluoride and their related chemicals. In its decision POPRC-8/9, the Committee established an ad hoc working group to revise the guidance on the basis of the comments submitted and any additional information made available to the working group. The ad hoc working group was chaired by Mr. Samuel Banda (Zambia).

At its eighth meeting, the Persistent Organic Pollutants Review Committee reviewed the discussion paper on issues and common practices in the application of Annex E criteria drafted by the Chair of the Committee, Mr. Reiner Arndt (Germany), and noted that additional work was needed to develop the discussion paper further.

1. Having reviewed the draft guidance on how to assess the possible impact of climate change on the work of the Persistent Organic Pollutants Review Committee, and noting that further work was needed to address fully the comments provided by parties and observers, the Committee, by its decision POPRC-8/10, decided to establish an ad hoc working group to revise the draft guidance in accordance with the workplan set out in the annex to the decision. The ad hoc working group was co chaired by Mr. Jianxin Hu (China) and Mr. Azhari Abdelbagi (Sudan).

I. Introduction

1. In decision SC-6/14, the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants requested the Secretariat to continue the activities listed in decision POPRC-8/12, including the organization of webinars and face-to-face activities, among other things, to assist parties that are developing countries or countries with economies in transition to participate effectively in the work of the Committee and to report on the results of those activities to the Conference of the Parties at its seventh meeting.

1. In accordance with paragraph 28 of its terms of reference, for each of its meetings the Persistent Organic Pollutants Review Committee prepares risk profiles and risk management evaluations as required by Article 8 of the Stockholm Convention on Persistent Organic Pollutants. To undertake this task, it establishes an ad hoc working group for each chemical and agrees on a workplan for completing the drafts.
