The Conference of the Parties of the Stockholm Convention at its ninth meeting in 2019 invited developing country Parties and Parties with economies in transition to provide information to the Secretariat:
- On their needs in terms of technical assistance and technology transfer and the barriers and obstacles in that regard (decision SC-9/14)
- On their funding needed to implement the Convention over the period 2022-2026 (decision SC-9/15)
In light of the above and with the aim to facilitate the collection of information, the Secretariat has developed an online questionnaire consisting of two parts:
- Part I for the assessment of technical assistance needs; and
- Part II on the funding needed to implement the Convention for 2022-2026.
Each part of the questionnaire has a different submission deadline and can be submitted independently.
The Conference of the Parties also invited developed-country Parties and others to provide information to the Secretariat on the technical assistance and technology that they have available to be transferred to developing country Parties and Parties with economies in transition (decision SC-9/14) .
The questionnaires targeted to the developing country Parties and Parties with economies in transition, and targeted to the developed country Parties were sent to the respective Official Contact Points to the Stockholm Convention on 28 February 2020. The deadline for submitting Part I of the questionnaire has been extended until 15 June 2020 and for Part II it is 31 August 2020.

Taking into account the information collected, the Secretariat will prepare a report on the progress made in providing technical assistance and capacity-building as well as facilitating the transfer of environmentally sound technologies to Parties. This report will be submitted to the tenth meeting of the Conference of the Parties in 2021.
