About the COP     

The Conference of the Parties of the Stockholm Convention, which was established under Article 19, is the governing body of the Convention.  Its members are the Parties to the Convention.  There are several subsidiary bodies established under the Conference of the Parties.  Meetings of the Conference of the Parties take place every two years.

Recalling decision SC-1/1,
Recognizing the benefits of electing the President of the Conference of the Parties so that it will be possible for the Secretariat to work during the intersessional period with the President chairing the next meeting of the Conference of the Parties,

Decides to amend the financial rules for its operation, its subsidiary bodies and the Convention Secretariat set out in the annex to decision SC-1/3 to read as follows:
“Financial rules
Scope
Rule 1
The present rules shall govern the financial administration of the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants, its subsidiary bodies and the Convention Secretariat. In respect of matters not specifically provided for by the present rules, the Financial Regulations and Rules of the United Nations shall apply.

The Conference of the Parties

1. Takes note of the report of the Secretariat on the effectiveness of the implementation of the memorandum of understanding between the Conference of the Parties and the Council of the Global Environment Facility;
2. Welcomes the report of the Global Environment Facility to the Conference of the Parties at its fifth meeting;
3. Recalls that the Council of the Global Environment Facility is to provide regular reports to the Conference of the Parties, including information pursuant to paragraph 9 (d) of the memorandum of understanding between the Conference of the Parties and the Council of the Global Environment Facility;

3. Decides that the indicative budget figure for 2007 will be reconsidered at the second meeting of the Conference of the Parties on the basis of any recommendations made by the head of the Convention secretariat;
12. Decides to set the minimum working capital reserve for 2006–2007 at a level of 8.3 per cent of the estimated expenditure of the operational budget including programme support costs;

13. Decides further that designated contributions from the surplus of the General Trust Fund for the interim phase of the Convention should, and any contributions from non-Parties in accordance with paragraph 14 below shall, be added to the working capital reserve for 2006–2007 for the purpose of increasing its level to 15 per cent of the estimated expenditure of the operational budget, including programme support costs, for the year 2007;

14. Decides that a non-Party to the Convention may contribute to the General Trust Fund in 2006–2007 for the purpose of augmenting the working capital reserve;

2. Authorizes the revised allocations of funds within the 2006 approved budget for the purposes set out in table 1 of the present decision;
3. Approves the operational budget of 5,608,250 United States dollars for 2007 for the purposes set out in table 1 of the present decision;
4. Welcomes the annual contribution of 2 million Swiss francs, including assessed contributions, pledged for 2007 by the host Government of the Convention Secretariat to offset planned expenditures;
5. Adopts the indicative scale of assessments for the apportionment of expenses for 2007 as contained in table 3 of the present decision and authorizes the head of the Convention Secretariat, consistent with the financial rules, to adjust the scale to include all Parties for which the Convention enters into force before 1 January 2007 for 2007;

The Conference of the Parties
