Releases from intentional production and use of POPs

Guidance on BAT and BEP relevant to the chemicals listed in Annex A or B to the Convention

In accordance with the agreed workplan for the review and updating of the guidelines and guidance on BAT and BEP, the following guidance documents are currently being updated with the support of the joint Toolkit and BAT and BEP expert roster:

• Update of the guidance on perfluorooctane sulfonic acid (PFOS), perfluorooctane sulfonyl fluoride (PFOSF), perfluorooctanoic acid (PFOA) and related substances to include long-chain perfluorocarboxylic acids (long-chain PFCAs), their salts and related compounds;
• Update of the guidance on short-chain chlorinated paraffins to include medium-chain chlorinated paraffins;
• Update of the guidance on UV-328, taking into account the amendments to the specific exemptions adopted at COP-12.

The July 2026 draft versions of these guidance documents are available below for comments from Parties and observers.

The March 2021 version of this guidance document, which has been developed to guide Parties in their actions to prevent or reduce releases of perfluorooctane sulfonic acid (PFOS), perfluorooctane sulfonyl fluoride (PFOSF), perfluorooctanoic acid (PFOA) and related substances from production and use under the specific exemptions and acceptable purposes listed in the Convention, is currently being updated to include long-chain perfluorocarboxylic acids (long-chain PFCAs), their salts and related compounds.

The March 2021 version of this guidance document, which has developed to guide Parties in their actions to prevent or reduce releases of short-chain chlorinated paraffins (SCCPs) from production and use under the specific exemptions listed in the Convention, is currently being updated to include information relevant to medium-chain chlorinated paraffins (MCCPs).

The December 2024 version of this guidance document, which has been developed to guide Parties in their actions to prevent or reduce releases of UV-328 from production and use under the specific exemptions listed in the Convention, is currently being updated to reflect updated information, including the amendments to the specific exemptions adopted by the Conference of the Parties at its twelfth meeting.
