Guidance for the control of the import and export of POPs


This document aims to assist Parties and other stakeholders that have role to play in the process of international trade to understand which POPs, under the Stockholm Convention, can be traded internationally, whether as substances or contained in mixtures or articles.

Main target audience

Stockholm Convention national focal points, national authorities responsible in implementing the Stockholm Convention, the project coordination unit implementing the NIP review and update project, different task teams responsible for conducting inventories and developing action plans and customs officers.

Latest version of the guidance (April 2017)

Decision SC-7/10 requested the Secretariat to continue, subject to the availability of resources, to update the guidance listed in part B of the annex to that decision, as appropriate, on the basis of the comments received from Parties and others by 31 March 2016;
The Secretariat has revised the guidance document (July 2012 version) based on the comments received. The revised April 2017 version of the guidance on "Draft guidance on import and export of POPs under Stockholm Convention" is given below. The document is posted as a clean version, and a track changes version can be obtained on request from the Secretariat.

Review of the Guidance

The process for review of the guidance has been initiated by decision SC-6/12 on the draft guidance for the control of import and export of POPs. The request for information pursuant to decision SC-6/12 can be accessed here. The comments received to date on the draft guidance are available here. The guidance has not been revised owing to lack of available resources. COP 7 by its decision SC-7/10 again invited the comments by 31 March 2016 and requested the Secretariat to update the guidance as mentioned above.
