Highlights for Friday, 5 May 2006

The second Conference of the Parties (COP-2) to the Stockholm Convention on Persistent Organic Pollutants (POPs) was held from 1-5 May 2006, in Geneva, Switzerland. Over 450 participants, representing more than 165 governments, intergovernmental and non-governmental organizations, and UN agencies, attended the session. POPs COP-2 considered several reports on activities within the Convention’s mandate and all decision in the agenda.

Plenary: CRP.2 Draft Decision on DDT



Alfred Willis (South Africa) reported to plenary on informal consultations that took place late Thursday and early Friday.	Kumaresh Misra (India) acknowledged interim process for reporting assessment.	Thomas Loidl (Austria) would have liked firmer commitment of COP-2 on DDT

Plenary: CRP.17 Draft Decision on Non-Compliance



	Naresh Dayal (India) noted the need for progress on compliance issues, while emphasizing the need for technical and financial resources to support compliance.		Gonzalo Entenza (Argentina) made amendments to the CRP.17 Draft Decision on Non-Compliance.



	Atle Fretheim (Norway) hopep for clear aim on the wording of CRP.17 Draft Decision on Non-Compliance		Barry Reville (Australia) suggested changes that recognize the difficulty of reaching consensus on non-compliance issues.

Plenary: Liability and redress



Barry Stemshorn (Canada) noting that further action on liability and redress is not mandated by the Convention and might detract from other Convention activities, Canada proposed resuming consideration of liability and redress following completion of a non-compliance mechanism.	Dessalegne Mesfin (Ethiopia) noted that if non-compliance mechanism is adopted at COP4, Ethiopia may start to consider liability and redress.	Interim President Jan-Karel Kwisthout recognize some linkage between liabilidy and redress and non-compliance.

Plenary: Standardized Toolkits on Dioxins and Furans



	Rajae Chafil (Morocco) proposed an amendment to ensure that donor funding (paragraph 6) can apply to HCB and PCB programs (paragraph 7), as well as to programs in paragraphs 3 and 4.		Ludimila Marduhaeva (Republic of Maldova) proposed a further amendment to paragraph 3 to include “countries with economies in transition”.
