Highlights

The twelfth meeting of the Persistent Organic Pollutants Review Committee (POPRC-12) was held from 19 to 23 September 2016 in Rome back-to-back with the twelfth meeting of the Chemical Review Committee of the Rotterdam Convention, convening at the same venue from 14 to 16 September 2016.

At its twelfth meeting, the Committee recommended to the Conference of the Parties that it consider listing short-chain chlorinated paraffins in Annex A to the Convention. It also strengthened its recommendation to the Conference of the Parties made at its eleventh meeting to list decabromodiphenyl ether (commercial mixture, c-decaBDE) in Annex A to the Convention with specific exemptions for some critical spare parts for the automotive and aerospace industries, by defining specific parts in legacy vehicles subject to specific exemptions. The Committee evaluated the new information in relation to the listing of hexachlorobutadiene (HCBD) in Annex C and concluded that there are unintentional releases of HCBD from certain production processes and incineration processes. Furthermore, the Committee adopted the risk profiles for dicofol and for pentadecafluorooctanoic acid (PFOA), its salts and PFOA-related compounds, moving the chemicals to the next review stage, requiring a risk management evaluation that includes an analysis of possible control measures. Finally, the Committee endorsed the guidance on alternatives to perfluorooctane sulfonic acid (PFOS) and its related chemicals to assist countries in phasing-out of those chemicals listed under the Convention.
