The workshop, which was co-organized by UNEP Regional Office for Africa (ROA), gathered a total of 72 participants from 24 country Parties, NGOs, universities, environmental institutes, regional business organizations and individual companies from Anglophone Africa

National Inception Workshop on Pilot testing of guidelines for updating of national implementation plans to address the new persistent organic pollutants in Nigeria was held 7 - 8 March 2012 in Abuja, Nigeria.

The objective of the workshop was to 1) introduce to participants the guidelines for National Implementation Plan (NIP) updating and related training materials and gather their feedback for revision of the guidelines; 2) facilitate project coordination by bringing together the project task teams, national stakeholders and international experts; 3) gather experience and competence, and further facilitate national discussions on updating the NIP to address the new Persistent Organic Pollutants (POPs) in Nigeria; and 4) conduct preliminary inventory activities for PBDE and management frames of PBDE containing material flows including EEE/WEEE polymers and end-of-life vehicles.

The workshop targeted at the project task teams and relevant national stakeholders in Nigeria.

International Training Course on POPs Environmentally Sound Management

São Paulo, Brazil, 9 January - 9 February 2012


The Environmental Company of the State of São Paulo in Brazil (CETESB), also Stockholm Convention Regional Centre for Latin America and the Caribbean (GRULAC), is launching a five-year training programme promoting the environmentally sound management of persistent organic pollutants (POPs).

The project aims at strengthening the capacity of ten countries from GRULAC so as to comply with the obligations of the Stockholm Convention on POPs.

Each year and over a period of five weeks, the training will be structured around several technical modules, each of which targeting different professionals from decision-makers to technicians. The first course, taking place from 9 January to 9 February 2012, is divided into the three following modules:

  1. Introduction to the environmentally sound management of POPs; 
  2. Technical operations for POPs monitoring and sources of pollution relevant to the Stockholm Convention, 
  3. Determination of polychlorinated biphenyls (PCBs) and organochlorinated pesticides in the environment.

Spanish is the official training language. This first year of training is expected to train 60 professionals from: 30 GRULAC participants, 15 Brazilian States representatives and 15 technicians from CETESB.

The International Training Course on Environmentally Sound Management of POPs is part of the Japan-Brazil Partnership Program (JBPP). This partnership provides trilateral cooperation to developing countries in GRULAC through the Brazilian Cooperation Agency (ABC) and the International Cooperation Agency of Japan (JICA).

The Basel and Stockholm Convention Regional Center in Tehran (BCRC & SCRC–Tehran) with the support of Department of Environment of Islamic Republic of Iran have the honor to hold simultaneously the Regional Technical Workshop on “Environmentally Sound Management of E-waste”, National Training Workshops on Environmentally Sound Management of Medical Waste, Industrial Waste, Agricultural Waste and Municipal Waste, and The 1st International Exhibition on “Waste Management, Recycling and Biomass” in Tehran, International Exhibition Center, on 8-11 January, 2012. This event will be held back-to-back with Regional Workshops on “Co-processing of Hazardous Wastes in Cement Kilns” and “Landfill Management” according to the role of the Center for awareness raising and technology transfer for ESM of hazardous wastes and chemicals.

This internationally recognized event brings attention to an ever-increasing need to tackle wastes and make the management of it more sustainable and efficient. The exhibition and workshops provide a unique opportunity to share new methods, technologies, best practices, and future directions on waste management, recycling and biomass. Leading machinery manufactures, multinational companies, besides government officials, researchers, educators, consultants, managers, community leaders and others from all over the world meet to present in this event and discuss topics related to all aspects of waste, recycling, and biomass technology and management.

It is expected that more than 100 exhibitors from Iran and about 30 different countries will participate in the event.

As part of the Programme of Work of the CPRAC in its activity 5.1.13 “Promotion and diffusion of Alternative Products and Processes to reduce the use of POPs and other chemicals” the CP/RAC is organizing the “Alternatives Identification and Assessment Training” which will be held on 13th December in Barcelona.

The training is organized under the EU Life Project SUBSPORT and intends to provide authorities, industry, trade unions, NGOs and other interested parties with information and tools to facilitate the substitution of hazardous chemicals in products and processes with safer alternatives.

Sixth Toolkit Expert Meeting

The sixth meeting of the Toolkit expert group was held in Geneva, from 28 to 30 November 2011. The participants agreed on revisions to the Toolkit sections on Waste Incineration, Metal Industry, Power Generation and Heating, Mineral Production, Transport, and Open Burning Processes, and developed a workplan for the next intersessional period to fully finalize the revision of the Toolkit, by focusing on sources pertaining to the Chemicals and Consumer Goods sector, Miscellaneous sources, Disposal and Hot Spots. Among the new information included in the Toolkit revision, additional guidance was added on estimating activity rates, data quality codes were assigned to emission factors, and example inventories were developed to illustrate the process for updating and revision of the PCDD/PCDF inventory, by focusing on source-specific issues. The revised Toolkit guidance will be submitted to the sixth meeting of the Conference of the Parties to the Stockholm Convention in an interactive, electronic format.

The Seventh meeting of the Persistent Organic Pollutants Review Committee (POPRC) was held at the Varembé Conference Centre.

The Persistent Organic Pollutants Review Committee (POPRC) adopted twelve decisions at its seventh meeting, including one recommending that the chemical hexabromocyclododecane be listed under the Convention. The Committee also decided that chlorinated naphthalenes and hexachlorobutadiene, two chemicals proposed for listing under the convention, met the screening criteria of Annex D of the convention and to prepare draft risk profiles for these chemicals. The Committee agreed to continue its evaluation of a third chemical, pentachlorophenol and its salts and esters. The Committee also concurred to work on a number of other issues during the intersessional period, including the assessment of alternatives to endosulfan, DDT and use of PFOS in open applications, toxic interactions, SCCP, and climate change and POPs.

From 10 to 12 May 2011, the “Southern Africa Power Pool (SAPP) / Southern African Development Community (SADC) workshop on PCB Management and Phase-out in the SADC region” was held in Johannesburg, South Africa. This expert workshop was organised by the Secretariat of the Stockholm Convention, the Africa Institute (a Basel and Stockholm Convention Regional Centre), the United Nations Environment Programme (UNEP) and the Southern Africa Power Pool (SAPP), thanks to the financial contribution from the Norwegian government.

Eleven countries from the SADC region participated in the workshop, mostly through national utilities, and thus members of the SAPP organization, and relevant sector ministries.

The objectives of the workshop were to:

  • Provide SAPP representatives with PCB management training, in particular on environmentally sound management of oil transformers during maintenance activities in order to avoid cross-contamination;
  • Develop workplan for the drafting of PCB management guidelines for SAPP;
  • Identify specific needs of workers in SAPP and develop workplan for the preparation of training materials and organization of training courses, and;
  • Introduce the PEN on POPs Social and assist SAPP representatives to make use of it.

In addition, the idea of a regional Full-Sized Project (FSP), to be partially funded by the Global Environment Facility (GEF), aiming at PCB management and phase-put in the region, was presented. Participants agreed on the need for such a project, after presenting activities in their individual utilities and countries.

An ambitious workplan was adopted, including decentralized training of personnel in transformer maintenance facilities.

The First Assembly of the Global Alliance for the Development and Deployment of Products, Methods and Strategies as Alternatives to DDT for Disease Vector Control was successfully concluded on the evening of Tuesday 26 April 2011 at the Geneva International Conference Centre, Geneva, during the fifth meeting of the Conference of the Parties to the Stockholm Convention. The First Assembly marked a major milestone on the roadmap towards reducing reliance on DDT for disease vector control and the maturity of the Global Alliance to undertake its mission. The global community and donor agencies are invited to extend financial and/or other support for the implementation of the activities planned.

The main objective of the international workshop is to contribute to international and national efforts aimed at understanding and reducing the impacts of the hazardous chemicals content of electrical and electronic equipment during their life cycle along the supply chain, on human health and the environment while seizing opportunities to exploit employment creation, poverty alleviation and entrepreneurship potentials that may arise.

The international workshop is organized by the Secretariat of the Basel Convention jointly with Stockholm Convention Secretariat and UNIDO.

The meeting of the Global Monitoring Plan Coordination Group was held in Geneva, Switzerland, from 8 to 10 March 2011. It was attended by the nominated coordination group members from all five UN Regions. The aim of the meeting was to finalize the revision of the guidance document on the Global Monitoring Plan (GMP) for Persistent Organic Pollutants (POPs) and discuss the implementation of the second phase of the plan. The preliminary revised guidance on the GMP, including consideration of long-range transport, climate effects, specimen banking and the impact of listing nine new chemicals under the Convention, will be submitted to the fifth meeting of the Conference of the Parties to the Stockholm Convention in April 2011. The coordination group also revised the strategy, process and structure of regional monitoring reports to accommodate the requirements for the second and future effectiveness evaluations of the Convention. The arrangements for the second phase of the GMP and timelines for activities to facilitate the preparation of regional monitoring reports were established and agreed by the members of the global coordination group.

The objectives of the meetings were: to enhance the capacity of the participants on the concepts, principles and standards for the Environmentally Sound Management (ESM) of PCBs and POPs wastes and to provide input to the technical work of the Thematic Group of the PCBs Elimination Network (PEN) on Maintenance.

The Fifth Toolkit Expert Meeting to Further Develop the Standardized Toolkit for Identification and Quantification of Dioxin and Furan Releases was held from 1 to 3 December 2010 in Geneva, Switzerland. The meeting was attended by technical experts from the Toolkit Expert Roster.

The general guidance on the Toolkit was revised to include aspects related to the updating and revision of inventories and data quality codes. Dioxin emission factors have been revised and/or newly developed for the following source groups: 2 – Metal industry, 3 - Power generation and heating, 4- Mineral products, and 6 – Open burning processes. Emission factors for unintentionally produced POPs other than dioxin and furans were equally derived for certain source categories. The revised information will complement the 2005 edition of the Toolkit and provide up-to-date guidance to Parties in developing inventories of unintentionally produced POPs.

The sixth meeting of the Persistent Organic Pollutants Review Committee was held from 11 to 15 October 2010 at the Conference Centre Varembé (CCV) in Geneva.

The Persistent Organic Pollutants Review Committee (POPRC) adopted a dozen decisions at its sixth meeting, including ones aimed at strengthening chemicals science on climate change and POPs. POPRC adopted the risk profile for hexabromocyclododecane (HBCD) and set up an intersessional working group to prepare a draft risk management evaluation to evaluate socio-economic implications of possible control measures for the chemical. POPRC also agreed to adopt the risk management evaluation for endosulfan and recommended listing endosulfan in Annex A of the Convention, with specific exemptions, a move that would lead to its elimination from the global market.

The second meeting of the expert group to update the guidance on the Global Monitoring Plan (GMP) for Persistent Organic Pollutants (POPs) was held in Geneva, Switzerland, from 4 to 6 October 2010 to discuss ongoing revisions of a number of technical/analytical aspects of the guidance document reflecting the recent listing of nine new POPs in the annexes A, B and C to the Stockholm Convention. Among most prominent topics, current activities on the analysis of perfluorinated chemicals in breast milk and serum, guidance on sampling of PFOS in open ocean waters and large lakes, environmental specimen banking, and issues related to long range transport and climate effects on air sampling of POPs were on the agenda. The revised guidance will be further submitted for consideration to the meeting of the global coordination group for the GMP.

Joint Consultation of Basel, Rotterdam and Stockholm Conventions with the Basel and Stockholm Convention Regional Centres and FAO and UNEP Regional Offices was held from 27 September to 1 October 2010 in Barcelona City, Spain. The workshop, which was co-organised with Basel and Rotterdam Convention Secretariats and hosted by the Cleaner Production Regional Activity Centre (CP-RAC), a Stockholm Convention Regional Centre, targetted regional partners involved in assisting Parties in the implementation of the three Conventions in their respective regions. The workshop aimed at enhancing cooperation and collaboration among the regional centres, FAO regional and subregional officers, UNEP regional offices in their role of providing technical assistance and capacity building to the parties and the assessment of the progress made by the centres in implementing the activities of their work plans was made during the workshop.

Outcomes of the meeting included identification of specific, priority activities to be undertaken by the five Thematic Groups and a plan for the first assembly of the Global Alliance.

The Stockholm Convention Regional Capacity Building Workshop on New POPs and the Process of Reviewing and Updating NIPs for the French-speaking African Region was held in Algiers, Algeria from 10 to 13 May 2010. It was organized and funded by the Secretariat of the Stockholm Convention and the National Centre for Cleaner Technologies Production (NCCTP) as part of the Small Grand Programme (SGP). It was the first activity in the Action Programme of the Regional Centre in Algeria directed towards those countries in the region, which are Morocco, Tunisia, Libya, Mauritania, Algeria, Niger and Mali.

The training course, funded through the Regional Centre - Small Grant Programme for 2009, was conducted by CETESB, the Stockholm Regional Centre in Sao Paulo, Brazil, from 26 April to 29 April 2010. A total of 31 participants from Brasil, Bolivia, Chile, Costa Rica, Colombia, Ecuador, Mexico, Paraguay, Panama, Peru and Uruguay participated in the training course. As outcome, participants plan to develop emergency action plans to be included in their respective national implementation plans.

The First Meeting of the Expert Group to update the Guidance on the Global Monitoring Plan for POPs was held to discuss the implications of listing new POPs for the guidance on the GMP and agree on the approach, workplan and timetable to update the GMP Guidance document.  The discussions took into consideration issues such as new substances to be monitored, sampling and analysis of new and candidate POPs in air, human milk and blood, as well as other media, specimen banking, etc. An approach to update the GMP Guidance document was agreed, along with a work-plan, timetable and potential contributions from experts.

The Fourth Toolkit Expert Meeting to Further Develop the Standardized Toolkit for Identification and Quantification of Dioxin and Furan Releases was held from 1st to 3rd December 2009 in Geneva, Switzerland. The meeting was attended by invited experts selected from the Toolkit Expert Roster.

The Toolkit experts discussed the progress achieved through implementation of the intersessional workplan (2008-2009), reviewed the proposals for Toolkit revisions and updating, and agreed on the workplans for the intersessional period (2009-2010). They also considered implications of adding pentachlorobenzene to Annex C of the Stockholm Convention and possible elements of a review and updating process of the Guidelines on Best Available Techniques and Guidance on Best Environment Practices relevant to Article 5 of the Stockholm Convention.

The overall objective of this workshop is to support the effective participation of Parties, experts and stakeholders in the Rotterdam Convention Chemical Review Committee (CRC) and the Stockholm Convention POPs Review Committee (POPRC). 

The workshop, which is co-organised with the Rotterdam Convention, targets Stockholm Convention National Focal Points, Rotterdam Convention Designated National Authorities (DNAs), relevant stakeholders, as well as selected past and current CRC and POPRC members from the region. As a result of this workshop and as part of the synergy process, participants will be aware of opportunities for information exchange and synergistic approaches in chemicals management at the national level, as well processes linked to chemicals’ review under the Conventions.

First meeting of the Ad Hoc Working Group on Effectiveness Evaluation of the Stockholm Convention

At its meeting in May 2009, the Conference of the Parties established an Ad Hoc Working Group on Effectiveness Evaluation, consisting of ten experts nominated by Parties, two from each United Nations regions.  This Working Group is to develop cost-effective, streamlined and pragmatic proposals on:

a)      How information from national reports under Article 15 of the Convention could be compiled for the purpose of effectiveness evaluation;

b)      How information from the global monitoring plan, the non-compliance procedure under Article 17 of the Convention and national reports under Article 15 could be evaluated;

c)      Arrangements to prepare for and undertake future effectiveness evaluations, and

d)      To prepare a report for the Conference of the Parties to consider at its next meeting in May 2011.

The first meeting of the Ad Hoc Working Group was held from 10 to 12 November, 2009, in Geneva.

Training and capacity building on implementation of Article 5 and practical use of the Guidelines on BAT&BEP in conjunction with the Regional BAT and BEP Forum for Central and Eastern Europe, Caucasus, and Central Asia (CEECCA) to Promote Strategies to Reduce or Eliminate Unintentionally Produced POPs from Industry.

The Secretariat of the Stockholm Convention is joining forces with the Stockholm Convention Unit of the Environmental Management Branch of the United Nations Industrial Development Organization (UNIDO).

The Secretariat will held a one day training in practical use of the Guidelines on Best Available Techniques and Best Environmental Practices relevant to Article 5 and Annex C of the Stockholm Convention on 2nd of November 2009 in conjunction with the Launching meeting of the Regional BAT and BEP Forum for Central and Eastern Europe, Caucasus, and Central Asia (CEECCA) to Promote Strategies to Reduce or Eliminate Unintentionally Produced POPs from Industry jointly organized by the Stockholm Convention Unit of the Environmental Management Branch of UNIDO, and the Ministry of Environment of Romania, to be held from 3rd to 5th November 2009 in Bucharest, Romania.

In a first step towards establishing global action to develop and deploy alternative products, methods and strategies to DDT for disease vector control, the Interim Steering Committee of the Global Alliance, appointed to guide the process, met from 27th to 29th October 2009 in Geneva, Switzerland.

The Global Alliance for the development and deployment of products, methods and strategies as alternatives to DDT for disease vector control was established by the Conference of the Parties to the Stockholm Convention at its fourth meeting in May 2009. The Global Alliance is created to bring together all organizations and stakeholders involved in developing and deploying alternatives to DDT for disease vector control and to enhance their collaboration and effectiveness for achieving agreed goals. While the focus is on introducing alternatives to DDT used for indoor residual spraying, the Global Alliance will also work in coordination with the broader malaria control agenda to support the reduction and control of malaria transmission. Its Interim Steering Committee is composed of 15 members, including representatives from Stockholm Convention Party countries for each regional group, academic and research institutions, inter-governmental organizations, non- governmental organizations, donor countries and the private sector.

The 31 Committee members gathered to review the chemicals proposed for listing in Annex A, B, and/or C of the Convention (hexabromocyclododecane, endosulfan, and short-chained chlorinated paraffins) and discuss other relevant issues.

The objective of the workshop is to improve chemical risk assessment in the context of the POPs Review Committee and support the health sector's engagement.

The POPRC relies on information provided by Parties and observers. A national capacity for compiling relevant data and providing accurate information is critical in order to identify and nominate new POPs and to review candidate chemicals. This project aims to support and strengthen the capacity of developing countries and those with economies in transition to participate fully in the Committee's work. A key aspect includes engaging the health sector which plays a significant role regarding the human health risk assessment requirements. The joint workshop involves members of the POPRC and health sector and participants will facilitate engagement. The outcome of the workshop will be reported to the COP-4 scheduled to meet from 4 to 8 May 2009 in Geneva.

A regional consultation workshop to identify regional needs for the implementation of the Stockholm Convention was held at BCRC China, a nominated Stockholm Convention centre, on 7th November 2008 BCRC China, a nominated Stockholm Convention centre organized a Consultation Workshop on Regional Needs for the implementation of the Stockholm Convention in the Asia-Pacific Region on 7 November 2008, in Tsinghua University, Beijing, China.

The workshop was attended by the Official Contact Points to the Stockholm Convention from China, Laos, Malaysia, Nepal, Philippines and Sri Lanka. A representative from the Secretariat of the Basel Convention also attended the workshop as an observer.

Professor Li Jinhui, the executive secretary of BCRC China, made a presentation on the history, framework and activities of BCRC China, as well as the work plan which was developed and submitted to Secretariat of Stockholm Convention on September 2008 by BCRC China. Convention implementation needs of each participating country were reported and discussed. Participants to the workshop provided important suggestions for updating the work plan of the centre. Suggestions received during the workshop will help the development of regional project proposals.

The Conference of the Parties in its decision SC-2/5 on the ongoing review and updating of the Standardized Toolkit for Identification and Quantification of Dioxin and Furan Releases (Toolkit), requested the Secretariat to initiate an open, transparent process, in cooperation with the Chemicals Branch of the United Nations Environment Programme’s Division of Technology, Industry and Economics and in consultation with users and specialized experts in the field of emission factors and measurements related to releases of Annex C persistent organic pollutants, to develop further the Toolkit, as well as to verify emission factors, address gaps and otherwise improve the usefulness of the Toolkit.

The Expert meeting discussed the possible elements, tasks and modalities of such a process.

The Expert Group on Best Available Techniques and Best Environmental Practices was established pursuant to decision SC-1/19, adopted by the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants at its first meeting, in May 2005.

The first meeting of the Expert Group was held at the Geneva International Conference Centre, Geneva, from 28 November to 2 December 2005. Mr. Gang Yu (China) and Mr. Bo Wahlström (Sweden) served as co-chairs of the meeting.
