Regional workshop on ESM of PCBs and POPs wastes in Central America and the Caribbean

from 15 to 18 February 2011

The Regional Capacity Building Workshop on the Environmentally Sound Management of POPs wastes and PCBs for Spanish-speaking countries in Central America and the Caribbean is held back to back with the First Meeting of the PCBs Elimination Network Thematic Group on Maintenance of PCB-containing equipment. The workshop is organized in collaboration with the Stockholm Convention Regional Centre for Latin America and the Caribbean located in Panama.

The objectives of the meetings are: to enhance the capacity of the participants on the concepts, principles and standards for the Environmentally Sound Management (ESM) of PCBs and POPs wastes and to provide input to the technical work of the Thematic Group of the PCBs Elimination Network (PEN) on Maintenance.

The overall objective of this workshop is to support the effective participation of Parties, experts and stakeholders in the Rotterdam Convention Chemical Review Committee (CRC) and the Stockholm Convention POPs Review Committee (POPRC).

The workshop, which is co-organised with the Rotterdam Convention, targets Stockholm Convention National Focal Points, Rotterdam Convention Designated National Authorities (DNAs), relevant stakeholders, as well as selected past and current CRC and POPRC members from the region. As a result of this workshop and, as part of the synergy process, participants will be aware of opportunities for information exchange and synergistic approaches in chemicals management at the national level, as well processes linked to chemicals’ review under the Conventions.

On 26 August 2010, the amendments to the Stockholm Convention, listing nine additional persistent organic pollutants, will enter into force. In light of this, the workshop aimed at raising awareness on the steps to be taken by Parties to comply with their new obligations, including the process to review and update their national implementation plans. Furthermore, given that the next reporting deadline under the Convention is set up for 31 October 2010, the workshop was also an opportunity for participants to become familiarized with the reporting requirements and the enhanced version of the electronic reporting system.

The workshop, which was co-organised by the Basel Convention Coordinating Centre in Montevideo (also Stockholm Convention centre), gathered a total of 40 participants from 15 governments, 7 non-governmental organizations, academia/universities and private sector organizations from countries within South America (and Mexico) that are Parties to the Basel, Rotterdam and Stockholm Conventions.
