I.  Background

1.  According to paragraph 2 (b) of Article 20 of the Stockholm Convention on Persistent Organic Pollutants, one of the functions of the Secretariat is “to facilitate assistance to the Parties, particularly developing country Parties and Parties with economies in transition, on request, in the implementation of this Convention”.

I. Report on polychlorinated biphenyls pursuant to paragraph (g) of part II of Annex A to the Stockholm Convention on Persistent Organic Pollutants

1. According to part II of Annex A to the Stockholm Convention on Persistent Organic Pollutants, each party to the Convention is to eliminate the use of polychlorinated biphenyls in equipment by 2025 and make determined efforts designed to lead, as soon as possible but no later than 2028, to environmentally sound waste management of liquids containing, and equipment contaminated with, polychlorinated biphenyls.

A. Polychlorinated biphenyls elimination network

1. By paragraph 5 of decision SC-5/7, the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants requested the Secretariat to facilitate a transition of the leadership of the polychlorinated biphenyls elimination network, in a sustainable manner, from the Secretariat to one or more United Nations agencies whose mandate was better suited to implement the network, and to report to the Conference of the Parties at its sixth meeting on the progress of the transition.

The report of the fourth meeting of the PEN Advisory Committee, held in Beijing, on 7 and 8 September 2012, is set out in annex II to the present note. The annexes have not been formally edited.

As referred to in the note by the Secretariat on polychlorinated biphenyls (UNEP/POPS/COP.8/6), the annex I to the present note contains a report by the United Nations Environment Programme (UNEP) on the activities of the Polychlorinated Biphenyls Elimination Network (PEN). Annexes II, III and IV set out the report of the expert meeting on the effectiveness evaluation of implementation of the Stockholm Convention for PCB and sixth meeting of the advisory committee of the PEN held in Brno, Czech Republic from 14 to 16 December 2015, the report of the online meeting with the advisory committee of the PEN held on 14 October 2016 and the report of the seventh meeting of the advisory committee of the PEN held in Asuncion, Paraguay from 2 to 3 December 2016, respectively. The formatting of the reports in those annexes has been modified from the original publication which can be found on the website of the UNEP.
