Decision SC-4/24, which was adopted by the Conference of the Parties to the Stockholm Convention at its forth meeting, calls for the provision of information, in accordance with paragraphs 2 and 3 of Article 13 of the Convention, on ways to support the Convention.
Paragraph 2 of Article 13 of the Stockholm Convention, inter alia, states that developed country Parties shall provide new and additional financial resources to enable developing country Parties and Parties with economies in transition to meet the agreed full incremental costs of implementing measures which fulfill their obligations under the Convention. Paragraph 3 of the same article invites developed country Parties, and other Parties in accordance with their capabilities and in accordance with their national plans, priorities and programmes, to also provide financial resources through other bilateral, regional and multilateral sources or channels.
The Conference of the Parties, in paragraph 3 of decision SC-4/24, has invited, inter alia, developed country Parties and other sources, including relevant funding institutions, the private sector, and developing country Parties and Parties with economies in transition providing support, to provide information to the Secretariat on ways in which they can support the Convention.
Questionnaire for donors
The Secretariat has developed a questionnaire, which contains questions on the type, scope and focus of support offered; on how this support is intended to reach the recipients; and on ways and means how the Secretariat can facilitate the provision of such support. The questionnaire is available for download below:

Recipients that provide support for the implementation of the Convention are encouraged to also complete the questionnaire for donors.
Developed country Parties and other sources, including relevant funding institutions, the private sector, and developing country Parties and Parties with economies in transition providing support, are invited to complete the questionnaire and submit it to the Secretariat of the Stockholm Convention, preferably by e-mail (ssc@pops.int) before 31 May 2010. Parties and stakeholders are invited to return the questionnaire, even when no information is available.
