Implementation strategy

The Convention states that the effectiveness of the Convention shall be evaluated on the basis of available scientific, environmental, technical and economic information, including:

  • Reports on monitoring of environmental levels
  • National reports submitted pursuant to Article 15
  • Non-compliance information provided pursuant to Article 17

At its fourth meeting in May 2009 the Conference of the Parties completed the first effectiveness evaluation and established an Ad Hoc Working Group on Effectiveness Evaluation consisting of ten experts nominated by Parties, two from each United Nations regions.

The terms of reference for the working group are found in decision SC-4/32 of COP4.

Implementation mechanisms     

To facilitate effectiveness evaluation the Conference of the Parties to the Stockholm Convention initiated at its first meeting arrangements to provide itself with comparable monitoring data on the chemicals listed in Annexes A, B, and C, as well as their regional and global environmental transport.

The Conference also agreed on mechanisms for submitting national reports pursuant to Article 15.

The Conference is currently negotiating procedures and institutional mechanisms for determining non-compliance with the provisions of the Convention, and procedure for considering such information in the context of effectiveness evaluation.

At its fourth meeting in May 2009, the Conference considered the note from the Secretariat on effectiveness evaluation and acknowledged that the first effectiveness evaluation was completed. It noted that the procedures for the evaluation stage of the effectiveness evaluation were not defined and established an ad hoc working group to write a report on possible procedures that the Conference will consider at its fifth meeting to be held in 2011.
