This workshop is part of a series of regional workshops on the Environmentally Sound Management (ESM) of PCBs and POPs wastes organized by the Secretariat of the Stockholm Convention in compliance with decisions SC-3/7 and SC-4/8 of the Conference of the Parties (COP). Through the decisions, the COP requested the Secretariat to undertake training and other capacity building activities to assist developing countries and countries with economies in transition in implementing the Basel Convention technical guidelines on POPs wastes. The Secretariat has also developed an electronic training tool on the POPs wastes guidelines to serve as support of capacity building activities. Objectives
The objectives of the workshop are as follows:
- Improved capacity of participants on the concepts, principles and standards for the ESM of POPs wastes as presented in the Basel Convention POPs waste guidelines;
- Experience and improved knowledge of the participants on practical aspects of the ESM of POPs wastes;
- Participants identify national and/or regional priorities based on National Implementation Plans (NIPs) and develop conceptual proposals to be considered for development as project proposals for submission to the Global Environment Facility (GEF) for funding;
- Awareness of participants is increased on the interactive training tool on POPs wastes, the guidelines on Best Available Techniques and Best Environmental Practice, the PCBs Elimination Network, as well as on other Secretariat activities related to POPs wastes.
Participants
The training workshop targets trainers and national experts on the Environmentally Sound Management of PCBs and POPs wastes from the following countries: Albania, Armenia, Azerbaijan, Belarus, Bulgaria, Croatia, Czech Republic, Estonia, Georgia, Hungary, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Poland, FYRO Macedonia, Moldova, Romania, Serbia, Slovakia, Slovenia, Tajikistan and Ukraine.
Structure
The outline of the four-day workshops is as follows:
Day 1: Opening remarks, introduction to the ESM of PCBs and POPs wastes, country presentations.
Day 2: Training on the ESM of PCBs and POPs wastes.
Day 3: Practical training at an appropriate POPs waste site.
Day 4: Development of concept proposals on disposal of POPs wastes and recommendations.
