Draft guidance on best available techniques and best environmental practices for the production and use of pentachlorophenol listed with specific exemptions under the Stockholm Convention

Scope

The Convention prohibits the production and use of pentachlorophenol (PCP), its salts and esters except for the production and use of PCP for utility poles and cross-arms as allowed for the Parties listed in the Register of Specific Exemptions (decision SC-7/13). Parties that produce and/or use PCP for utility poles and cross-arms have to register with the Secretariat of the Convention and take into account phasing-in BAT and BEP. This guidance document has been developed to guide Parties in their actions to minimize and prevent releases of PCP in accordance with the provisions of the Convention.

Staff responsible for developing management plans for the application of BAT and BEP for this chemical and technical staff involved in their implementation.
