Subject: Proposal to amend the 2001 Stockholm Convention on Persistent Organic Pollutants

Note by the Secretariat

The annex to the present note provides a summary prepared by the Secretariat of the proposal submitted by the European Union and its member States that are Party to the Stockholm Convention on Persistent Organic Pollutants for listing short-chained chlorinated paraffins in Annexes A, B or C of the Stockholm Convention pursuant to paragraph 1 of Article 8 of the Convention. The complete proposal is contained in document UNEP/POPS/POPRC.2/INF/6

Possible action by the Committe

1. Decides, in accordance with paragraph 4 (a) of Article 8 of the Convention, that it is satisfied that the screening criteria have been fulfilled for short-chain chlorinated paraffins, as set out in the evaluation contained in the annex to the present decision;
2. Decides also that the variability of the environmental fate properties of the shortchained chlorinated paraffins congeners covered by the proposal should be addressed in developing the draft risk profile;
3. Decides furthermore, in accordance with paragraph 6 of Article 8 of the Convention and paragraph 29 of decision SC-1/7 of the Conference of the Parties to the Stockholm Convention, to establish an ad hoc working group to review the proposal further and to prepare a draft risk profile in accordance with Annex E to the Convention;
4. Invites, in accordance with paragraph 4 (a) of Article 8 of the Convention, Parties and observers to submit to the Secretariat the information specified in Annex E before 2 February 2007.

1. Annex I to the present note contains information on considerations on substance identity, while annex II contains an updated supporting document for short-chained chlorinated paraffins, both prepared by the intersessional working group established at the third meeting of the Persistent Organic Pollutants Review Committee. The annexes are presented as prepared by the working group and have not been formally edited by the Secretariat.

1. At its fifth meeting, the Persistent Organic Pollutants Review Committee considered a draft risk profile on short-chained chlorinated paraffins that it had revised at its fourth meeting. The Committee agreed that it would continue its consideration of the draft risk profile at its sixth meeting and that in the meantime it would seek additional information in accordance with the proposal set out in annex IV to the report of the meeting.

1. The listing of new chemicals in Annexes A, B or C of the Stockholm Convention is governed by Article 8 of the Convention. Paragraph 1 of Article 8 provides that a Party may submit a proposal to list a chemical in those annexes and that the proposal should contain the information specified in Annex D of the Convention.

Addendum

At its sixth meeting, the Persistent Organic Pollutants Review Committee adopted a risk profile on hexabromocyclododecane, on the basis of the draft risk profile contained in document UNEP/POPS/POPRC.6/10. The text of the risk profile, as amended, is set out in the annex to the present addendum. It has not been formally edited.

At its seventh meeting, the Persistent Organic Pollutants Review Committee adopted a risk management evaluation on hexabromocyclododecane on the basis of the draft contained in document UNEP/POPS/POPRC.7/5, as amended. The text of the risk management evaluation is set out in the annex to the present addendum. It has not been formally edited.
