Note by the Secretariat The annex to the present note provides a summary prepared by the Secretariat of the proposal submitted by the European Union and its member States that are Party to the Stockholm Convention on Persistent Organic Pollutants for listing short-chained chlorinated paraffins in Annexes A, B or C of the Stockholm Convention pursuant to paragraph 1 of Article 8 of the Convention. | Annex D: Screening

| |
1. Decides, in accordance with paragraph 4 (a) of Article 8 of the Convention, that it is satisfied that the screening criteria have been fulfilled for short-chain chlorinated paraffins, as set out in the evaluation contained in the annex to the present decision; 2. Decides also that the variability of the environmental fate properties of the shortchained chlorinated paraffins congeners covered by the proposal should be addressed in developing the draft risk profile; 3. Decides furthermore, in accordance with paragraph 6 of Article 8 of the Convention and paragraph 29 of decision SC-1/7 of the Conference of the Parties to the Stockholm Convention, to establish an ad hoc working group to review the proposal further and to prepare a draft risk profile in accordance with Annex E to the Convention; 4. Invites, in accordance with paragraph 4 (a) of Article 8 of the Convention, Parties and observers to submit to the Secretariat the information specified in Annex E before 2 February 2007. |

| Annex E: Risk profile (Decision POPRC-3/8) | | |  | | | |

| 1. Decides that the information currently available to the Committee on short-chained chlorinated paraffins was considered insufficient to support a decision on the risk profile;
2. Decides to defer its decision on the draft risk profile for short-chained chlorinated paraffins set out in document UNEP/POPS/POPRC.3/16 to the fourth meeting of the Committee;
3. Decides, in accordance with paragraph 6 of Article 8 of the Convention and paragraph 29 of decision SC-1/7 of the Conference of the Parties, to establish an ad hoc working group to review and update the draft risk profile in accordance with Annex E of the Convention;
4. Invites, in accordance with paragraph 4 (a) of Article 8 of the Convention, Parties and observers to submit to the Secretariat additional toxicity and ecotoxicity information specified in Annex E of the Convention before 5 February 2008.

Note by the Secretariat
1. At its fifth meeting, the Persistent Organic Pollutants Review Committee considered a draft risk profile on short-chained chlorinated paraffins that it had revised at its fourth meeting. The Committee agreed that it would continue its consideration of the draft risk profile at its sixth meeting and that in the meantime it would seek additional information in accordance with the proposal set out in annex IV to the report of the meeting. |

1. The concluding statement of the draft risk profile for short-chained chlorinated paraffins gives two options for the final conclusion:
1) Based on the available evidence, it is concluded that short-chained chlorinated paraffins are likely, as a result of their long-range environmental transport, to lead to significant adverse environmental and human health effects, such that global action is warranted; or
2) Based on available information, there is inadequate evidence to support the conclusion that short-chained chlorinated paraffins are likely, as a result of their long-range environmental transport, to lead to significant adverse environmental and human health effects, such that global action is warranted.
