Restructuring of the 3 Secretariats
As a follow up to the mandate set out in the decisions on joint managerial functions adopted by the Conferences of the Parties of the Basel, Rotterdam and Stockholm Conventions, held in 2011, the Executive Secretary’s proposal for the organization of the secretariats of the three conventions is now available on the conventions’ web-sites.

Outcomes of the 6th meeting of the Toolkit expert group
The sixth meeting of the Toolkit expert group was held in Geneva, from 28 to 30 Novem-ber 2011. The participants agreed on revi-sions to the Toolkit sections on Waste Incin-eration, Metal Industry, Power Generation and Heating, Mineral Production, Transport, and Open Burning Processes, and devel-oped a workplan for the next intersessional period to fully finalize the revision of the Toolkit, by focusing on sources pertaining to the Chemicals and Consumer Goods sector, Miscellaneous sources, Disposal and Hot Spots.

Outcomes of the 7th meeting of the POPs Review Committee
At its seventh meeting held from 10-14 October in Geneva, Switzerland, the Persistent Organic Pollutants Review Committee adopted more than a dozen decisions, including one recommending that the flame retardant hexabromocyclododecane (HBCD) be listed under the Convention.

At POPRC7, the Committee has several key topics on its agenda. One of these is the examination of proposals, submitted by the European Union, for listing the following three chemicals under the Convention: chlorinated naphthalenes, hexachlorobutadiene, pentachlorophenol and its salts and esters.

Outcomes of the Rotterdam Convention COP-5
With over 500 participants and some 107 Parties represented, the fifth meeting of the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade took place from 20 to 24 June 2011 in Geneva. The conference agreed by consensus to add three pesticides: alachlor, aldicarb and endosulfan to Annex III of the Convention. Listing in Annex III triggers an exchange of information between Parties and helps countries make informed decisions about future import and use of the chemicals.

Appointment of the Joint Head
On 24 March 2011, the Executive Director of UNEP announced that Mr. Jim Willis, a US national, had been chosen to fill the position of Executive Secretary of the Basel Convention Secretariat, the Stockholm Convention Secretariat and the UNEP-part of the Rotterdam Convention Secretariat.

Taking stock of 2010 and Planning for 2011
2010 saw the strengthening of the Secretariat’s active and continuous support to developing country Parties and Parties with economies in transition in implementing their obligations under the Convention. A total of
nineteen capacity-building and training activities, including workshops, were organised by the Secretariat at the national level. These were attended by over 500 participants from governments, non-governmental organizations
and intergovernmental organizations.
