Process for accrediting non-governmental organizations as observers to meeting of the Conference of the Parties of the Stockholm Convention

Non-governmental organizations that wish to be accredited to meetings of the Conference of the Parties of the Stockholm Convention may submit the information listed in the application1 forms to the Secretariat at the address listed below.

The Secretariat will review the application which is intended to confirm the legal personality of the organization and its qualification in matters covered by the Convention2.

If organization demonstrates that it meets the criteria set out in paragraph 2 above, it will be allowed to participate as an observer in the next meeting of the Conference of the Parties unless one third of the Parties present at the meeting object3.

At the next ordinary meeting of the Conference of the Parties, unless one third of the Parties present object, the organization will be included in the list of accredited national and international, governmental and non-governmental bodies to the Stockholm Convention for the purpose of inviting observers to the meetings of the Conference of the Parties and its subsidiary bodies and for official communication during the periods between the meetings of the Conference of the Parties and its subsidiary bodies.  The Conference of the Parties may decide on the admission of those observers listed at any of its meetings4.

Report of the Conference of the Parties of the Stockholm Convention on the work of its second meeting , annex I, decision SC-2/16, paragraphs 6 and 7.

“… Any body or agency, whether national or international, governmental or non governmental, qualified in matters covered by the Convention, and which has informed the Secretariat of its wish to be represented as meetings of the Conference of the Parties as an observer may be admitted unless at least one third of the Parties object.” (Stockholm Convention, Article 19, paragraph 8).
